Cochin Port is in the grip of the underworld mafia. Smuggling has become rampant. Law enforcement agencies are under the payroll of the racket leaders. DGP Somanathan specially deputes Circle Inspector Jayachandran to re-establish the rule of law. Early in the investigation Jayachandran rescues a woman called Ranjini from the clutches of hoodlums and brings her home. To his surprise he learns that she is the elder sister of his own wife. She is a victim of the underworld mafia, and is hell bent on avenging the wrong done to her. She has another protector in the person of Mammad, who has his own reasons for hating the underworld don. He joins hands with the Circle Inspector to bring the mafia boss Khan Bhai to book.


This is the story of Highway Police, the debut directorial venture of Prasad Velacherry. Riaz Khan plays the role of Circle Inspector Jayachandran, while Babu Antony does that of Mammad and Indraja that of Ranjini. The story, script and dialogue for the film are done by Kaloor Dennis, while camera work is done by Muthu. Sreekumaran Thambi and Arjunan come together after a gap of 25 years to provide music for the film, which is being shot in Kochi and Alapuzha
